    The federal government of Canada has
    recently outlined its fiscal policy for the next 5 years in Budget 2024.  You are the lead analyst working for the
    King’s Institute of Public Finance, a renowned Fiscal Policy Thinktank based in
    London. You are being tasked with assessing the sustainability of the
    government’s fiscal plan under the assumption that its medium term (2023-2028) policies
    will remain in place until the end of 2055.  
    Budget 2024 outlines detailed economic and
    fiscal projections for the medium term. You will use these projections as your
    foundation. To extend these projections into the long-term (from 2029 to 2055),
    please refer to the following assumptions provided below.

    In this assignment, you are required to write a long paper to present your argument on your topic.

    1st: To demonstrate an awareness of the rhetorical strategies that writers use in different writing contexts. (Ref. The Hook)
    2nd: To read, analyze, and synthesize complex texts and incorporate multiple kinds of evidence purposefully in order to generate and support writing.  (Ref: 6 cited references from Paper 1 and Data and the presentations from Paper 2)
    3rd: To produce complex, analytic, persuasive arguments that matter in academic contexts. (Ref. The Outline of Final Paper).
    4th: To make strategic choices of words, tone, and style appropriate for a particular audience.
    Length:  8 to 10 pages (Works Cited List not included)
    Format:  MLA format–double-spaced, with 1-inch margins and 12-point Times New Roman  
    Form:     Submit it as a Word document and name it as “finalpaper_your last name_first draft.”

    Points to consider as you construct your analytical essay:
    Start by underlining or highlighting key words and phrases. Note anything that strikes you as surprising or significant, or that raises questions. It is a good idea to make notes in the margins.
    Look for patterns in the things you have noticed about the text: repetitions, contradictions,
    similarities.
    Ask questions about the patterns you have noticed, especially how and why (and so what?)
    What’s at stake? Why is the author so motivated to write about this subject?
    Does the author use a central argument or example to focus his/her examination of a larger
    issue? How? Why?
    Organize and come up with an overall argument about what YOU think the text means. Explain HOW that meaning is made (by linking your claims to evidence found in the text).
    Warning! Do not produce a plot summary, a simple observation, or a list of ideas from the text. You
    need to make claims and arguments about how the passage produces meaning.
    Remember: The author’s subject is NOT your subject. The author’s article is your subject. Produce an
    analysis of the text. DO NOT produce your own essay on the author’s subject matter or engage in an
    argument with the article using your own opinion. Stay analytical. It is a good idea to review the
    previously assigned chapters and video lectures as you prepare your essay.
    Important: This assignment is a close reading. This is NOT a research assignment. The only evidence you
    will use to support your claims is your analysis of the text.
    You are required to use either MLA or APA citation style for this assignment. I recommend strongly that

If you use any information gained from this research in your paper, make sure to document it with in-text citations and on the Works Cited page. 
    Conduct your analysis. A successful rhetorical analysis essay will do the following:
    Describe the rhetorical situation (purpose and original target audience) surrounding the text
    Accurately (but briefly) summarize the text’s argument
    Include a clear and precise thesis statement (an analytical claim with reasons about how the text works or does not work), along with organizational cues and patterns to guide its readers
    Explain and analyze how the author’s specific writing choices help fulfill the author’s purpose and connect with (or fail to connect with) the target audience
    Demonstrate a sophisticated understanding of how rhetorical appeals are working in the text
    Support its claims with quotations and/or paraphrases from the text
