Request for Proposals (RFP): Fresno County is home to more than 1,013,400 people1 and is in the central
San Joaquin Valley. This culturally diverse population has significant health disparities that affect the quality
of life in the county. Recently, Fresno County was awarded $10 million as the result of an air and water
pollution settlement and was challenged to use these funds to improve population health. There were no specific
restrictions on the types of projects that would qualify for Fresno County Settlement Fund. Consideration will
be made for program plans that focus on improving the health and well-being of Fresno County residents and
particularly those that address the health issues impacting residents, families, and/or children in the County’s
poorest neighborhoods. Awards will be for a maximum of $175,000 each year for a three-year funding period
($500,000 maximum for a single agency). Your agency director has charged you with the responsibility to
develop of a program proposal to be submitted for this funding. (Incidentally, the director has indicated that
your position and salary is contingent upon receiving this award. The Project Director’s salary is $50,000 per
year with benefits at 38%. Your agency has negotiated an indirect rate of .15 of MDTC with this funder. The
RFP has been announced with a final deadline of May 13, 2024 (at 5:00 pm). (Please note as with any RFA,
the deadline date is absolute!!! No proposals will be accepted after May 13, 2024, at 5:00 pm.)
To be considered for funding, you are required to submit a nonbinding “letter of intent” that includes a brief

“Addressing the Challenges of Caregiving: A Comparative Analysis of Policies and Programs for Informal and Formal Care Workers”
Goal: To examine (compare and contrast) competing views on challenges in major age-based social policies (and problems). I am asking you to choose one topic:
1) “Caregiving” and polices and programs to help informal (family), and formal “direct-care” workers. For this topic, The Age of Dignity, can be a major resource. Chapters 3-5 deal with the socioeconomic context of caregivng from unpaid and paid caregivers. They also discuss the advocacy programs created by Ai-jen Poo as well as the state and federal policies that she is trying to bring into law. Other recommended readings are below.
2) Social Security and policy changes needed to maintain the financial solvency of the Social Security program. For this topic, chapter 17 in Social Gerontology can be a major resource for background and history, as well as some current debates on “solvency” and “privatization.” From the “Social Security Challenge,” you now know about a wide range of financial options to explore. Not all are being discussed in public debates.

Content Areas:
1.Introduction & Data (5 points): What is the current crisis or challenge that needs to be addressed? How would you define it from social and economic perspectives? This section should include “background” data and statistics to help illustrate the problem or challenges.
2. Defining the Programs and Policy Issues : (5 points) What policies, programs, or options are already being discussed to address the challenge. What major policies or programs have already been created in this area and what do they contribute to the current situation in terms of services or benefits provided?
3. Future Issues and Debates: (10 points) This should be an important part of the paper; and not just be a listing of your own opinions. Please look for some solid resources where different opinions are being debated. What are some of the greatest challenges (politically or economically) affecting the future of this program or service? It is unclear what is the leadership challenge in question. You have mentioned several things, but your background does not address a specific leadership challenge. It then moves on to the area of leadership addressed, however the case scenario does not indicate any instances where this was shown. It seems transformational leadership addressed here, better fits the recommendations or even reflection chapters. You need to provide a more focused leadership style where you can identify leadership theories, approaches and styles so you can later link this to the recommendations where a change would be expected. Servant leadership and adaptive leadership are considered more styles than approaches. For approaches you would be thinking of transactional, transformational or situational.
