Completely and clearly spoken means: source (LA Times) and complete date (February 28, 1969) month, day and year!   All you are giving a listening audience is what they need (nothing more nothing less) to find what you have shared, should they desire to do so.   Super important, it’s a bit part of your credibility!   It shows that, you crossed all your T’s and dotted all of your I’s!
